Penny had already been dressed in the proper attire for the ritual. She wore a pink transparent night gown that went all the way down to her feet. All of her bodily features could plainly be seen through the skimpy material including her smooth hairless vagina and pre-pubescent breasts. Mr. Blenheim walked in?o the preparatory room to find the small child properly drugged and sedated. She was strapped firmly to a gurney and awaiting operating proceedures. She looked so cute and innocent resting soundly on her back.

"You should have seen her this morning." said one of the male orderlies. "She was fighting like a tiger."

"I'm sure she was." replied Mr. Blenheim as he stared down at the helpless child.

An evil grin encompassed his face as he envisioned little Penny's future with S.E.P.M. He had a personal fetish for the dumming down of women - especially little girls. Reducing Penny to a brainless airheaded vegetable with minimal bodily funtions was the ultimate goal - sort of a step above a lobotomy. The only difference would be that she would have some form of personality - a submissive and stupid personality. Mr. Blenheim was a brilliant scientist among other things. Through careful and deliberate research he had discovered that when the female IQ level was reduced significantly, women and young girls were quite susceptible to succuming to sexual stimulation much more easily. Once this occured, they became animals who thought only with their vaginas instead of their brains. Almost every female who had undergone surgery of this sort at the S.E.P.M. institution became instantly subserviant - willing to do anything for even the slightest genital stimulation. There was not much use for their brain - except to learn, receive, and obey instructions from the various "inner circle" members within the organization.

S..E.P.M. was comprised entirely of males who believed strongly in the subservience of women. It was their one and only creed and most of the members devoted their entire careers to this endeavor. All of the men within the institution came from various walks of life - politicians, doctors, lawyers, law enforcers, and scientists to name a few. Each one was carefully screened before being admitted into the "inner circle." To be included into this exclusive group, each male had to take a vow of dominance - disregarding any prior respect or devotion they may have had for women in the past. It was now their duty to exploit, degrade, and humiliate women for their exclusive pleasure without any thought or feeling for their existance or well being. Using women as animals came naturely to most of these men. The majority were either sadists to begin with or had grown bitter and resentful that women were gaining the upper hand in society. The sole purpose of the S.E.P.M. institution was to rebel against this. It was no longer known (or revealed) how old the institution was or where it began, but it was suspected by many members to have it's origins dating back to when women were first given the right to vote in the United States.

Mr. Blenheim finished observing Penny and turned to leave the preparatory room.

"What do you think sir....think she'll make a good slave?" asked the orderly......(cont)
